The Redding Area Bus Authority (RABA) is converting its entire transit fleet to Zero Emission Buses (ZEBs) by 2040 to meet California Air Resources Board's (CARB) Innovative Clean Transit (ICT) Regulation. This project aims to evaluate the feasibility of both battery and hydrogen fuel cell propulsion transit systems, including how conversion to either would impact transit service and operations. The project will also identify upgrades to RABA’s facilities for fueling, charging, and vehicle maintenance.


Project Purpose

The purpose of the ZEB Implementation Plan is to provide a comprehensive guide for RABA to transition to ZEBs. The objectives of the Plan include:

  • Promote sustainability (efficient mobility that reduce vehicle miles travelled (VMT) and GHG emissions) and accessibility (mobility for transit-dependent populations, disadvantaged communities, and other populations) through the introduction of ZEBs.
  • Determine the best option for RABA by analyzing operating costs and feasibility of ZEB options.
  • Identify constraints and opportunities of RABA’s conversion to a 100% ZEB fleet by 2040.

A key part of the plan development process is ensuring that the public and stakeholders are informed and able to provide feedback that will help shape the plan.
